Rain reorganizes where rodents live, and this city gets a lot of it. Norway rats are burrowers, and a burrow along a foundation or under a shed is only good while it stays dry. When the water table rises after a soaking week, those tunnels fill and the animals relocate. The nearest dry, dark, protected space is usually a crawl space, a garage, or the void under a deck. That produces a pattern people notice without connecting it. Activity indoors climbs a few days after a heavy stretch of weather, and quiet houses become noisy ones. The animals were nearby all along; the ground simply stopped being habitable. The practical response has two parts. Fix the water where you can: clear the low corner that stays wet, keep gutters discharging away from the foundation, and stop irrigating a bed that never dries out. Then close the dry alternatives you are unintentionally offering, starting with crawl vents, the garage door gap, and the space where the siding meets the slab. Palms, oaks and the road onto your roof
Roof rats do not usually climb a bare wall. They take the easy route, and mature landscaping supplies plenty of them. Live oak limbs that reach across a roof do the same job from farther out, since a rat can travel a branch and drop onto shingles without touching the ground. Any of those gives an animal a dry, insulated space with no predators and easy access to the interior walls above it. What a first inspection should produce
Judge the visit by the document, not the conversation. Somebody should get into the attic with a light and under the floor where there is a crawl space, looking for droppings on framing, tunneled insulation, chew marks on wiring and duct, and daylight showing at a joint. Outside, the walk covers the full roof edge, every vent and vent boot, the crawl vents and hatch, the garage door seal, penetrations where cable and refrigerant lines enter, and any burrow openings near the foundation, the shed or the fence line. Each detached structure gets its own list, because sealing the house alone leaves a colony forty feet away with a bridge to try again. What you should end up holding is a numbered list of openings with a material named for each, a species call backed by evidence, a trapping schedule with a visit count, and a plain answer on whether insulation work is needed above or below. A company that gives you a price before it gives you that list is asking you to buy a number you cannot check later.
Humidity, insulation and the bill you do not see coming
Rodent damage in a humid subtropical climate compounds faster than people expect, and most of it happens where nobody looks. Start with insulation.
